Phil Walker worked with the Australian Department of Defence for 22 years, primarily in or in support of major Defence projects, with appointments to key management positions in Australia and the USA. He has worked on all aspects of major projects, including financial and business management, development of tender and contract documents, commercial and technical negotiation with contractors, development of innovative risk and cost sharing arrangements, project earned value systems, project value management processes and partnering agreements, contract management and integrated logistics support.
Since joining Broadleaf, he has continued to advise and assist public sector organisations, including clients from environmental management, Infrastructure and CIO Group within the Department of Defence, the South Australian Justice Department, the Defence Materiel Organisation, The Treasury, Department of Health and Ageing, Customs and Border Protection, the Australian Taxation Office, Medicare, Australian Sports Commission, the Abu Dhabi Department of Transport, and a range of private companies in Australia and overseas.
Phil has worked closely with public sector clients over the past few years in the development of the various risk management policies and frameworks that apply. He is a member the Department of Finance Gateway Review panel and is regularly asked to review complex Government projects.
Phil has a Masters of Business Administration (MBA) in Project Management.
